Choosing an ATS for a Small Recruitment Agency (Without Enterprise Bloat)
The Problem with Enterprise ATS Tools
Most applicant tracking systems were built for large companies. They assume you have a dedicated HR team, an IT administrator, a procurement cycle that takes three months, and the budget to pay for seats your team will never use.
If you run a two-person or five-person recruitment agency, that product is not designed for you — even if the vendor's landing page says "scales from startup to enterprise."
The signs that a tool is overkill for a small agency:
- Implementation takes weeks and requires vendor onboarding calls.
- Pricing is per-seat and the minimum is 10 seats when you need 3.
- Features like custom approval workflows and org-chart visualisations add noise without adding value.
- The mobile app is an afterthought, and you spend most of your day replying to candidates on your phone.
What a Small Agency Actually Needs
Strip away the enterprise features and the core jobs-to-be-done for a small recruitment agency come down to four things:
1. Inbox integration that actually works
Most candidate CVs arrive by email. A good ATS for small agencies connects to your Gmail or Outlook inbox and pulls in every CV automatically — without requiring the candidate to apply through a special portal you set up.
This sounds obvious, but many tools require a custom careers page as the only inbound channel. If your candidates email you directly, those tools create more work, not less.
2. A pipeline you can customise in five minutes
You need to be able to see every candidate for a role, where they are in your process, and what the next action is. Kanban boards work well for this. The stages should take five minutes to set up — not a configuration session with a vendor.
Pipeline stages at a small agency typically look like: Applied → Screened → Interview Booked → Offer Made → Placed. The tool should support that without requiring you to model it as a "workflow" with conditional logic.
3. CV screening that saves time without hiding candidates
AI screening is genuinely useful when it is transparent. A score with a plain-language explanation lets you triage 80 CVs in 20 minutes instead of two hours. What it should not do is silently filter candidates before you ever see them.
Look for tools where the scoring is always visible and advisory, not a hard gate that removes candidates from your view automatically.
4. Reply from inside the tool
Switching between your ATS and your email client to send a follow-up breaks focus and creates record-keeping gaps. If the tool lets you send and receive candidate emails without leaving the dashboard, you spend less time context-switching and more time on the work that requires your judgment.
Red Flags to Watch For
Beyond features, there are a few patterns that signal a tool will create more friction than it removes for a small agency:
Per-action pricing for AI features. Some tools charge per CV parsed or per AI query on top of the monthly seat cost. That pricing model makes it impossible to predict your bill, and it incentivises you to use the features less, which defeats the point.
No EU data storage option. If you work with EU-based clients or candidates, you need to know where candidate data is stored. A tool that stores data exclusively on US servers creates GDPR compliance complications that are worth avoiding entirely.
Locked-in integrations only. If the tool only connects to its own job board portal and does not support direct email sync, you will end up running two systems — the ATS for tracking, and your inbox for actual communication.
Onboarding that takes more than a day. A tool designed for small teams should let you get from sign-up to an active job with candidates in it in under an hour. If the onboarding process requires scheduling a setup call, that is a sign the product is not yet simple enough.
A Practical Evaluation Checklist
When evaluating an ATS for your agency, test these five things before committing:
- Connect your Gmail or Outlook inbox and confirm it pulls in a real test CV within 10 minutes.
- Create a job, set up three custom pipeline stages, and move a candidate through them.
- Check where candidate data is physically stored and confirm it meets your GDPR requirements.
- Send a reply email to a test candidate from inside the tool and confirm it shows up in your Gmail/Outlook sent folder.
- Check the pricing page for any per-use AI fees, and confirm the per-seat price makes sense at your actual team size.
If a tool passes all five, it is worth a proper trial. If any of them fail or require contacting sales to find out the answer, move on.
The Right Tool Is the One Your Team Actually Uses
The best ATS is not the one with the most features — it is the one your team opens every morning without friction. For a small recruitment agency, that usually means the simplest tool that handles email sync, pipeline tracking, and candidate communication without requiring a configuration manual.
